Needs Help on Picking a Computer Art Program

Does anyone mind helping me out picking a computer art software?

It's getting that time where I rrreeaaalllyyy should finally get back into computer art and all that. I used to do it all the time when I was a kid in school but that all I gone forgots. ^^;

ANYWAYS, why I need help is that I've been trying to get a program for years, but there's just so many different types and kinds out there that I don't know what to choose! D: And I'm fearful that I'll choose a program that's really not for me or dosen't have all the tools I need to do what I want. :sad:

Since I know some of you have and work with different programs, I was wondering if any of you guys would give me some advice or opinions? NINNY JUST WANTS TO COLORS. :cry:

Creepy Mall Stalker Girl is also Slow Replier Girl. :iconsulkplz: *Had long work shifts and such*

But hi too! I haven't asked my friends yet about a skirt, but I was at the mall today and saw one at Rue21 that might work. It's white and long, but it was a two layered skirt with the outer being lace. Personaly I don't think it would work with the character but if you desperate it's there. :/ I'll still ask my friends becuase a lot of them are major cosplayers in all types of fields. ONE of them has to have a white skirt.

I still don't know what I'll cosplay for Ohayocon. I kinda wanna do Shiemi from Ao No Exiorcist but I don't think I could make a full Kimono outfit she where's. I got some other ideas so I'll think about it.
